feat(runtime-c-api) Mirrors the debug and llvm features.

Browse Source 
`wasmer-runtime` has a `debug` and a `llvm` features. Let's mirror
them in `wasmer-runtime-c-api` so that the user can, for instance,
compile with the LLVM backend.
